인명구조요원 분야 국가자격 일원화 및 세분화 조치에 따른 현장조사 연구
본 연구는 인명구조요원 분야 국가자격 일원화 및 세분화 조치에 따라 인명구조요원 분야 기초자료를 제공하기 위한 목적으로 수행되었다. 연구방법은 수상구조사 자격취득자와 대한적십자사 수상안전담당 직원을 대상으로 심층면 담을 실시하였으며, 아래와 같은 결론을 얻을 수 있었다. 첫째, 인명구조요원 분야 국가자격 일원화 관련해서는 인명구조 요원 분야 국가자격 일원화는 긍정적이나 사전에 수상구조사 사전교육기관을 정비하고 교차되는 법적 정비와 각 기관별 거버넌스 체계를 통한 완만한 합의, 장소별, 역할별 구역설정 등의 세부사항 등이 조율되어야 할 것이다. 그리고 전세계 통용되지 않는 자격, 취업의 보편성 원칙에 역행하는 처사, 민간단체 중 적십자의 역사성을 고려하지 않은 국가자격화, 해경은 빠지고 15개 단체를 필터링 후 국가자격으로 승급하는 방안 등이 해결되어야 하는 것으로 나타났다. 둘째, 인명구 조요원 분야 국가자격 세분화 관련해서는 민간자격과 국가자격 중 역사성과 자격증의 세계 통용화 취업시장의 보편성을 고려해야 한다. 또한, 자격명칭을 정비해서 국문명칭과 영문명칭의 사회적 통일성을 갖추어야 할 것이다. 마지막으로 본 연구자가 제안하는 급수체계는 강사 자격기준으로 1급은 수상구조사, 수상안전강사, 생존수영강사, 2급은 수상구조 사, 수상안전강사 또는 생존수영강사, 3급은 수상구조사, 인명구조요원으로 세분화해야 하는 것으로 나타났다.
A Study on the Field Survey on the Unification and Segmentation of National Qualifications in the Lifeguard Field
This study was conducted for the purpose of providing basic data in the field of life-saving personnel in accordance with measures to unify and subdivide national qualifications in the field of life-saving personnel. In the research method, in-depth interviews were conducted with those who obtained water rescue workers' qualifications and employees in charge of water safety at the Korean Red Cross, and the following conclusions were obtained. First, while national qualifications in the life-saving personnel sector are positive, details such as legal maintenance, gradual agreement through governance systems for each institution, location, and role zoning should be coordinated in advance, although national qualifications in the life-saving personnel sector are positive. In addition, it was found that qualifications that are not commonly used around the world, national qualifications that do not take into account the historical nature of the Red Cross among private organizations, the Coast Guard, and 15 organizations filtered and promoted to national qualifications should be resolved. Second, regarding the segmentation of national qualifications in the field of lifesaving personnel, the universality of the global employment market for historical achievements and certifications among private and national qualifications should be considered. In addition, the qualifications should be reorganized to ensure social unity between Korean and English names.
